Abstract
The article reveals the features of the inspection of the scene in emergency situations and under martial law. The importance of both procedural and forensic aspects, as well as organizational, technical, information support for such a review, as well as guarantees of the safety of its participants, is noted. Recommendations for improving the efficiency of inspection of the scene in emergency situations and under martial law are proposed. The peculiarity of the inspection of the scene in such proceedings is the scale, the need to use helicopters, the use of forensic drones and special equipment that provides continuous and high-quality video recording. At the same time, it is necessary to ensure both the safety of the participants in the inspection (coordination with the military administration and the command of the troops, interaction with them, the presence of cover groups, etc.) and the preservation of the results of the use of these technical means. During the inspection of the scene under martial law, it is mandatory to involve specialists (sappers, explosives technicians, dog handlers, forensic experts, doctors, aviation medicine specialists, forensic experts and others), which depends on the situation that develops during the pre-trial investigation. The effectiveness of such inspections is complicated by negative circumstances — rescue operations, firefighting, search for explosive devices and other urgent measures aimed at eliminating the dangerous consequences of the criminal actions of the Russian occupiers, as they lead to a significant change in the initial situation of the scene. Therefore, over time, it becomes necessary to seize video recordings and other documents that record the work to eliminate such consequences, their inspection, interrogation of persons who carried out such work, taking into account the results of these actions when appointing and conducting examinations.
