Peer review is the assessment of an article (scientific work) by one or several experts in the relevant subject field.

The review involves careful study of the author’s articles and studies by experts in the same field in order to verify its validity and evaluate its suitability for publication. Peer review helps the publisher to decide whether to accept the article for publication.

Open peer review is a general term for many cross-cutting methods that can be adapted to peer review models in accordance with the nature of Open Science, including the discovery of reviewers and author identifications, the publication of reviews of the review of the author’s material.

One of the most important features of Open peer review is the following:

Open identities: authors and reviewers know who checks and who they are checking; the names of the reviewers are indicated on the reviews, which contributes to the improvement of quality and a more responsible attitude towards the results of the assessment; transparency will help avoid conflicts of interest; openness may encourage reviewers to “mitigate” their point of view, which will contribute to a more objective assessment of the article.   

Open reports: reviews are published in print, or posted on the site along with the relevant article; reviews contain useful information; openness can positively affect the quality of the review; help the training of young scientists to review; the names of the reviewers are indicated.

Open participation: the scientific community contributes to the review process.

Open interaction: direct discussion between authors and reviewers, as well as between reviewers, is allowed and encouraged.

Open pre-review manuscripts: the manuscript is immediately available for viewing (for example, sending of an article by e-mail) before the formal evaluation procedure.

Open final-version commenting: review or comment on “final versions” of publications.

Open platforms («decoupled review»): review is separated from the publishing process.
