Abstract

The article is concerned with substantiating the need to create a unified methodical approach to conducting forensic examination on the study of aviation accidents and incidents. The article reveals the author’s vision of the general algorithm for conducting an expert on the study of the causes and circumstances of aviation accidents and incidents. Examination of the circumstances of an aviation accident requires an integrated approach, in which the aviation technical expertise will play a leading role, and related issues will be solved by other types of examinations: trace, chemical, fire and technical, explosives and technical, computer-technical, telecommunication, photo and video technical and other. The general algorithm for conducting an expert on the study of the causes and circumstances of aviation accidents and incidents can be presented as follows: Preparatory stage, which includes familiarization with the provided materials, clarification of the issues raised for the examination, determination of individual tasks (establishment of the mechanism of occurrence of an aviation accident, establishment of the technical condition of the aircraft, etc.), determination of the sequence of application of methods, determination of the terms of individual studies within the total period of the examination. The final stage consists in drawing up the conclusion of the examination, drawing up annexes to it, drawing up accompanying documents according to the rules of record keeping. The proposed approach will ensure the methodological uniformity of the expert practice of conducting engineering and transport (aviation technical) examinations and related studies, increase the effectiveness of research, increase the completeness of solving expert problems, and expand the possibilities of forensic examination in this area.
