Abstract

The article provides a comprehensive theoretical and legal analysis of the organization of remuneration of forensic experts in Ukraine as a multi-component legal institution that combines labor, civil, and public law elements. The issue of forensic examination and the involvement of experts is actively studied in both national and international legal scholarship. The purpose of the study is to conduct a comprehensive analysis of the legal and organizational-economic mechanisms of remuneration of forensic experts in Ukraine, to identify problematic aspects of budget financing, and to develop scientifically grounded proposals for improving regulatory frameworks in this area. The methodological basis of the research includes general scientific and special methods, in particular formal-logical, system-structural, comparative-legal methods, as well as methods of analysis and generalization of scientific sources and the practice of forensic expert activity. This made it possible to comprehensively examine the legal aspects of the regulatory framework governing remuneration of forensic experts in Ukraine. The scientific novelty lies in a comprehensive approach to studying the regulation of remuneration of forensic experts in Ukraine, identifying key problems, and substantiating the need to develop unified methodological approaches to determining the cost of expert examinations, increasing base salaries, introducing electronic mechanisms for calculating and reimbursing costs, and harmonizing national legislation with the practices of EU countries. The conclusions emphasize that an effective system of remuneration for forensic experts is a key prerequisite for ensuring their independence and objectivity, improving the quality of expert opinions, preserving professional human resources, and strengthening the authority of the judicial system as a whole. The recommendations proposed in the article have practical significance for legislators, judicial institutions, and expert organizations and are aimed at comprehensive improvement of the remuneration system for experts in Ukraine.
