Current issues of the construction quality – technical expertise

Abstract

The article considers the improvement issues of quality in carrying out a judicial and building examination on the stage of expert examination of technical condition of the object, the concepts and characteristics of the “buildings” and “structures”. The attention is focused on the need for consistent, detailed photos fixing all constituent parts of the investigated elements of the building, which in turn creates an individually - completed range of evidence presented in the process of execution of the construction expertise.

It is given recommendations that the expert must fully apply the necessary measuring equipment: certified electronic tape measures, levels, calipers, etc. This peer review should give the opportunity to get a general idea about the object of study, to obtain the necessary preliminary information and based on the obtained data to plan further research.

It has been formulated reasons that require establishing of the current real state construction projects, their compliance with national and international standards, State building standards, building codes of Ukraine.

It is suggested that all phases of field surveys (measurements) should be carried out in full, including through utilization of techniques and methods of forensic photography, which would allow in turn:

1. to fix the object with great precision, its condition, characteristics;

2. to provide fast commit of certain identified properties of the investigated composite objects;

3. to give an adequate idea of the object on the picture or of the investigated items;

4. to give the opportunity to fix poorly visible and invisible details, traces, signs.

It has been made a conclusion that high-quality photographic images of objects construction and technical expertise, including at all stages of the application of destructive methods can significantly increase the validity of the conclusions of the expert and it allows the initiators of the research to obtain more comprehensive view about the objective factors that influenced on the made conclusion.
