Using biometric recognition technology based on facial geometry as a path to crime solving

Abstract

The article deals with modern trends in the use of biometric technology, including methods of personal identification by fingerprints, facial geometry, and the iris of the eye. A comparison between these techniques based on FAR and FRR indicates that authentication by the iris of the eye is the most reliable.
It was determined that only identification by facial geometry is suitable for recognition in video surveillance systems, as it is the sole method that enables identification from a considerable distance. The article reviews the international experience of implementing such identification in video surveillance systems across Great Britain, the USA, Israel, Japan, and Russia, while outlining the camera quality requirements necessary to ensure sufficient identification accuracy. Commercial versions of identification systems based on facial geometry are also considered.
The use of video surveillance systems by Ukrainian law enforcement agencies is growing, both for maintaining public order and for access control systems. The article concludes that applying the biometric identification method by facial geometry is advisable to enhance the efficiency of these systems, as the biometric market already offers a wide range of software solutions.
Implementing such intelligent video surveillance systems will improve crime prevention and detection, help identify wanted individuals, reduce the influence of the human factor, and increase the effectiveness of detective and search activities. Furthermore, video surveillance with face recognition capabilities significantly improves object security and information safety, especially when combined with other biometric identification methods in access control systems. Finally, the legal grounds for using video surveillance systems with biometric recognition technologies are analyzed, and specific proposals for amending the legislation of Ukraine are provided.
