Abstract

The ecological condition of the natural environment in Ukraine is considered critical. Industrial waste is the result of eleven thousand (11,000) industrial corporations and factories in Ukraine that threaten the ecosystem. Most of the pollution in the atmosphere continues to exist and increase due to coal mining, coal burning, electro-energy production, gas and water production, and metallurgy production.

Industries that pose a severe threat to the ecology system include: metallurgical coke-chemical plants, water and thermal power plants, chemical, oil, and energy productions. Other factors such as high levels of uncontrolled emissions and high volume of waste disposal also contribute to ecological destruction.

In the national economy of Ukraine, it is necessary to take immediate actions in developing regulations for environmental hazards and waste. Waste management and control first need to be developed and secondly conducted. Current inventory and examination should be performed for uncontrolled, hazardous emissions that are released into the air and soil to prevent further contamination and pollution. Strategies, standards, and regulations should be developed and strictly enforced for the prevention and reduction in volume of pollution-created waste and emissions, taking into consideration the natural environment and human health.

Therefore, it is advisable to engage in urgent legal, organizational, and economic activities related to the prevention and reduction of negative industrial impacts in Ukraine on the environment and human health, at an advanced scientific level. Environmental expertise must be developed to objectively assess the professional environmental activities of heavy industries. More effective and prompt investigations should be conducted when hazardous accidents occur leading to significant environmental damage. Detailed judicial development process for carrying out ecological examination and assessment is essential to protect the natural environment.

Complex environmental issues continue to exist in the economy of Ukraine. In order to increase the effectiveness of poorly developed regulations through the legal system, legal experts who are specialized in ecology must conduct research and recommend stronger, more efficient regulations. The challenges facing the ecosystem in Ukraine are man-made. Waste and pollution to the natural ecosystem, therefore, demand expediency to be engaged in a wide range of very pressing questions on preservation of the environment on a high scientific level and to develop a new type of judicial examination – ecological. With objectives to increase efficient investigations of offences in the area of wildlife management, judicial or investigatory bodies should conduct thorough and professional investigations by experts – ecologists.
