Participation of a specialist in conducting certain investigative (search) actions during the pre-trial investigation of environmental crimes

Abstract

The article deals with the directions of realization of special knowledge in the field of ecology and particular attention is accented that a list of the situations connected with the use of special knowledge during the pre-trial investigation of ecological crimes is very large. As a result of it and depending on the type of ecological offence, terms, situation, personality of offender, and article of encroachment it is stated that a specialist participation in preliminary researches allows getting specific criminally meaningful information. The problems of preparation of materials to the expert research are considered as well. Among other aspects it is suggested to give to the law enforcement authorities the lists of specialists with a profile pointing of their activity and qualification, office and domestic addresses for the operative bringing to participating in investigative (search) actions in order to make a reasonable choice (for determination of the kind and qualification) and timely call of specialists to participate in investigative (search) action. On the basis of the practice analysis are determined the specialists who are most often attracted during investigation of the examined crimes and is exposed the specific of their activity as well. It is grounded the necessity of the creation of a movable ecological laboratory, and are also given the offers how to equip it. To increase an investigator’s work efficiency it is suggested to develop the special intelligence systems - expert and information and consulting models.
